Institute of Digital Governance (IDG) is one of the best institutions under the Cambodia Academy of Digital Technology (CADT) driving force of digital governance development in Cambodia to provide digital skill training for civil servants and promote technology transformation in government agencies.
IDG is looking for a full-time staff to fill the role of Research Coordinator with the following responsibilities
Responsibilities:
- Conceptualize, develop, and manage the center’s research program in the area of digital policy research and digital development issues, ensuring its integration within the center and Institute’s overall institutional strategy and research agenda.
- Oversee and produce high-quality publications, including articles in peer-reviewed journals and edited volumes; policy briefs, and other outputs for various audiences.
- Monitor the progress of assigned research activities, develop and maintain research records, and prepare periodic and ad hoc reports as required.
- Undertake independent analysis and research on national and international digital-related policies.
- Manage and coordinate networks and relationships with ministries, development partners, research institutions, academic, and research communities.
- Plan and organize digital-related policy seminars, workshops, and dialogues.
- Be actively involved in the research and outreach program at CADT.
- Maintain high academic standards in all research and administrative endeavors.
- Comply with all CADT policies and procedures.
- Undertake other duties as required, consistent with the position
Qualifications:
- Master’s degree in Public Policy, Development Studies, Economics, or other relevant disciplines with ICT-oriented, Ph.D. in related field is preferred
- Experienced in research coordination or program coordinator in public policy research or research program
- Experienced in research institutions and/or higher education is preferred
- Experienced in fundraising for research projects and in the management and supervision of projects
- Strong interpersonal, analytical, and judgment skills
- Ability to propose innovative research directions and approaches
- Excellent oral and written English language skills
- Strong organizational skills with ability to establish plans and priorities and effectively implement them
- Ability to establish and maintain partnerships and to ensure a high-level coordination and cooperation with internal and external stakeholders
- Commitment to continuous learning
- Ability to perform research-related tasks
- Results oriented with strong organizing, problem-solving, monitoring and reporting skills
- Flexibility and adaptability to work constructively in a fast-paced team with multiple demands and meet deadlines
Deliverables:
- Produce and oversee monthly policy brief, commentary, or perspective on designated or area of focus of digital-related policy/issues
- Produce at least 2 publications as the main author or 3 publications as the co-author in the national/international conference journals
- Coordinate at least 2 research projects and successful obtain 1 research project/proposal bidding or award
- Oversea and hosting regular workshops, training, and conferences to promote digital policy dialogue under CADT at least once every three months and participate as a speaker in national and international digital policy dialogues
- Participate in policy development of the Ministry of Post and Telecommunications and relevant ministries
- Produce period progress reports and research reports of the projects under assignment
